To Students

Issues of migration registration for arriving foreign citizens are handled by the International Department at St. Tikhon’s University.

Migration registration is the official confirmation of a foreign citizen’s right to residency on the territory of the Russian Federation. According to Russian law, foreign students must complete their migration registration only at the place of study (exceptions exist for temporary and permanent residency permits [РВП and ВНЖ]).

Migration registration is made according to the length of the active Agreement on Education, but no longer than one academic year.

If a foreign citizen is not registered at the place of study, then in accordance with the changes in migration legislation that came into effect on 01.01.2014, “the period of temporary stay in the Russian Federation for a foreign citizen arriving to the Russian Federation by a procedure not demanding a visa cannot exceed a total of 90 days in each period of 180 days.”

A foreign student temporarily staying in the Russian Federation must leave the Russian Federation upon expiration of his visa or registration.

In the event of an early termination of study at the university (dismissal, academic leave), foreign citizens must leave the Russian Federation within three days. The International Department will make a notification in the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of Russia for Moscow for three days from the date of issuance of the corresponding order.

Foreign students must come to the International Department on the day of their arrival in Russia, or on the next business day, and provide the following documents for migration registration:

1. For students from countries with a visa-free regime:
                - original and copy of passport;
                - original and copy of migration card;
                - copy of Agreement on Education;
                - copy of order of enrollment in the university;
                - copy of order for transferal to another course (the next semester, another educational program, internship, internship extension, etc);
                - student’s application for migration registration.
2. For students from countries with a visa regime:
                - copy of Agreement on Education (holding an internship);
                - copy of order of enrollment in the university;
                - copy of order for transferal to another course (the next semester, another educational program, internship, internship extension, etc);
                - original and copy of passport;
                - original and copy of visa;
                - original and copy of migration card;
                - student’s application for migration registration.

Provide the documents listed every time upon entering the territory of the Russian Federation.

In accordance with migration law, foreign students may exit the Russian Federation only after submitting a Declaration of Departure (form for declaring a departure) to the International Department. The unauthorized departure of a foreign citizen is considered an administrative offense, and entails an administrative fine and sanctions in the form of an administrative expulsion and ban on entering the Russian Federation. Therefore, for any necessary departure from the Russian Federation, the foreign student must present himself beforehand to the International Office and write a Declaration of Exit.

To students from countries with a visa regime:
                - Single-entry visas (with the purpose of entry as “Study,” “Internship”) can be extended by issuing multiple-entry visas;
                - Multiple-entry visas are issued on the basis of a document (Order, Agreement on Education, internship extension) confirming the specific period of study (internship).

For multiple-entry visas, foreign citizens must provide the following:
                - visa application form;
                - one 3x4 photograph;
                - receipt of payment of state fees for issuing a visa;
                - copy of the Agreement on Education (holding an internship);
                - copy of order of enrollment in university;
                - copy of order for transferal to another course (the next semester, another educational program, internship, internship extension, etc);
                - original and copy of passport;
                - original and copy of migration card;
                - original and copy of entry visa;
                - original and copy of previous notification of migration registration;
                - student’s application for an extension of migration registration and issuing of multiple-entry visa.

The International Office provides assistance in issuing invitations for single and multiple-entry visas. The following documents and information are needed to receive an invitation:

  • scan of the first page of national passport (the picture of the face must be clear, and all the passport data readable);
  • copy of previous visa to Russia (if applicable);
  • nation and city of birth;
  • name and address of work/study abroad, position, home address, telephone number abroad;
  • exact dates of entry into the Russian Federation;
  • foreign city with a Russian consulate where a visa will be received.

Invitations are issued:

- within 22-30 business days for countries outside the EU;
- within 3 business days for countries of the EU.

Attention!!!

Foreign citizens traveling to other cities of the Russian Federation for more than 7 business days are required to get migration registration in the place of stay on the day of arrival or the next day; otherwise, the foreign citizen may be brought to administrative liability.

In the event of damage to or the loss of a migration card, the foreign citizen must declare it within three days in the nearest office of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of Russia for Moscow to where you are staying, to receive a duplicate of the damaged or lost migration card. For a new card, it is necessary to present the documents with which you entered the Russian Federation. The duplicate migration card is issued free of charge.

Foreign citizens entering the Russian Federation with the status of a student of the university will receive a migration card from a border control employee upon crossing the Russian Federation state border (except for citizens of the Republic of Belarus). In the column “Purpose for entry” (“Цель въезда”), indicate “STUDY.” In the column “Inviting party” (“Сведения о приглашающей стороне”), indicate “PSTGU” (“ПСТГУ”).

In accordance with Russian law and in accordance with paragraph 3.5 of part III of the “Agreement on Education of Foreign Citizens in a Professional Program of Higher Professional Education,” all students—foreign citizens—are entitled to medical insurance and are obliged to conclude a contract of voluntary medical insurance (VMI) for the period of study in the university. Foreign citizens not having medical insurance will not be allowed to begin classes.

A VMI policy can be independently issued by any company dealing with student medical insurance, or you can seek help from the International Department for its issuance.
